The Old Town Hall building was designed by architect J. G. Smither as the Town Hall of the Colombo Municipal Council and was constructed in 1873. After the erection of the New Town Hall at Colombo 7, the Old Town Hall was used as a public marketplace. In 1984 the old building was restored as a municipal museum and a cultural art centre.

The wooden upper floor pointed arch-shaped windows and doors, decorative arches, and carved wooden ceilings are some of the unique features which depict British architectural influence. A room on the upper floor has been made to represent a council meeting of the bygone era with dummy figures.
