THE PLACE
The headquarters of the Colombo Municipal Council, the office of the mayor, and the meeting place of the elected council are all located in front of Viharamahadevi Park.
The idea was Patrick Geddes's. The Scottish town planner was brought out in 1921 and recommended that the Council build one large and dignified civic building to hold the council chamber, a public reception hall, the mayor's office and a public library — four functions under one roof, which is the sort of thing Geddes argued for everywhere he went.
The library was built separately: Dr W. Arthur Silva gave a building in 1925. That building, Sirinivasa, is now where the mayor lives.
